Further to the meeting in Brussels on 20th May 2003, which approved the index for the Handbook for Quality in Cultural Web Applications, and where it was asked the handbook to be made available as a dynamic document in preparation for the meeting in Corfu on 26th June 2003, we here publish the draft for viewing and examination.

The first stable version has been presented at the Conference of Parma on 20th-21st November 2003.
