Coordination
of National Digitisation Policies
Status report for Belgium - Flemish Community
On the 11th of December 2001 the Belgian Presidency hosted the first meeting of
the National Representatives Group (NRG) for the coordination of digitisation policies and programmes.
This first meeting was held at the European Commission in Brussels. In this meeting it was agreed that
there was a need for the NRG to receive reports from the Member States on progress on implementation
of the Lund Principles and the development of the strategic initiatives.
- Actions undertaken

Since the meeting on 11 December BELGIUM - Flemish Community - has taken the following action on
implementation of the Lund Principles:

The Culture administration engaged a webmaster (Gert Van Tittelboom) who is reponsable
for digital governmental information
- Governmental Information about Culture can be found on
the European Portal: http://europa.eu.int/

The Culture administration has a representative in the workgroup on longterm preservation of digital memory, Ivo Vandenbroeck (Orbit-Omega)

The representative in the NRG is also the representative in CAC, An Knaeps. She distributes relevant information to different colleagues.

Flanders started a project on opening up (multichannel) information and offering multiple services regarding arts and culture (overall concept) destinated to the public: Culturenet Flanders (Cultuurnet Vlaanderen). First fase (portal on culture) is planned for the beginning of 2003. In the future they also want to link several databases of cultural organisations. (director: Toon Berckmoes)

NRG representative has organised a meeting for exchange of information with the webmaster, the responsables of Culturenet Flanders, the representative in the workgroup on longterm preservation, and a colleague (Debbie Esmans) who will be responsable of the digitisation theme in the Culture administration in the future. We decided to inform eachother on a regular basis and to come together whenever the need.

Webmaster (governmental culture information) and Culturenet Flanders (non-governmental culture information) agreed to work together when necessary.

Culturenet Flanders is invited to come to Allicante (2nd NRG meeting to present the project and to meet relevant people)

As a consequence of the document the National Archives presented in CAC we felt the need that the knowhow of the federal archives had to be exchanged with the other archives in the country. Together with the French Community we took the initiative to gather the most important archives of Flanders and Wallonië and the German Speaking part of Belgium with the Federal archives to start a dialoque on exchange information on digitisation of cultural heritage. The meeting took place April 12th.

There is a growing communication on digitisation matters between the French and Flemish Community of Belgium and the German speaking part.

Problems and suggestions

Digitisation is a difficult and technical field and we are just about to make the first moves in this field. There is a gap between those memberstates who are advanced and those who are just starting.

Follow a timetable that is realistic for everyone.

Priorities for the future strategy for NRG

To inform the memberstates and to help them to develop strategies in their own country.
